Second in Line: Mineral fuels and oils Exports Cools
The ledger shifted this cycle, and the second-largest motion is the one worth sitting with. Across all 27 EU reporters, mineral fuels and oils exports fell €36.5B year-over-year, a move of -9.5% from 2024→2025. The export side cooled, quietly, without a headline.
The import side cooled further. HS27 imports fell €70.2B year-over-year, -9.9% across the same window. Two sides of the same hydrocarbon ledger, both exhaling at once. When the inflow and the outflow of a commodity both contract in near-lockstep, the story is rarely about one buyer or one seller. It is about the metabolism of a continent.
The counterweight sits elsewhere. Machinery, HS84, moved the other direction: imports rose €45.4B year-over-year, +6.3% from 2024→2025. Capital goods climbed as the fuel ledger thinned. Read those two lines together and the posture is almost legible — spending shifting from what you burn to what you build.
Now the seasonal layer. Mineral fuels and oils exports into NL, averaged over 2021–2025, peak in Oct at index 1.125 and trough in Feb at index 0.908. October is the high-water mark of the year for that particular lane. For Oct, the index reads 1.125 — the seasonal pattern points toward above-baseline volume this month.
I offer that last line carefully. It is a reading of the flows, not a price call. A seasonal index tells you when the pipes run full; it does not tell you what the barrel costs when they do. But a -9.5% annual contraction colliding with a 1.125 October rhythm is a tension worth naming. The data points toward upward pressure on throughput through the NL corridor in the weeks ahead, against a thinning yearly baseline.
That is the shape of the cycle from my window. A fuel ledger exhaling, a machinery ledger inhaling, and a seasonal lane preparing for its loudest month.
