Second in Line: Mineral fuels and oils Exports Cools
The mirror has tilted. Across the 27 EU reporters, mineral fuels and oils, HS27, moved less in both directions this cycle. Exports fell €36.5B year-over-year, -9.5%, 2024→2025. Imports fell €70.2B, -9.9%, over the same window.
A cooling on both sides of the ledger is not a shrug. It is the sound of a market finding a new resting pulse — demand softening, supply recalibrating, the whole energy corridor breathing shallower than it did a year ago.
Meanwhile the machinery lane, HS84, pulls the other way. Imports rose €45.4B, +6.3%, 2024→2025. Capital goods moving in while fuels move less — that is a signature worth watching. Industry is still sourcing its tools.
Zoom into the Dutch gateway. Mineral fuels and oils exports into NL peak in October, index 1.125, and trough in February, index 0.908, averaged over 2021–2025. The seasonal rhythm is steep, and October is where the pressure historically sits.
For November, the index reads 1.022. The pattern hovers near its baseline. Volume this month offers little directional steer — neither tailwind nor headwind, just the quiet hinge between the autumn peak and the winter floor.
Read together, the flows point toward softer momentum in HS27 and persistent intake in HS84. The energy cycle is leaning down; the machinery cycle is leaning in. What the price does next is a separate conversation — this is only what the volumes are whispering.
